By reading your specifications, I guess you are at route 40, The route to the west of Olivine and the route which has the stop house which takes us to battle road. If you are really at route 40. Just go right from the stop house which policemen are blocking and you'll reach Olivine city. From there, you can continue your journey. This was my guess that you're at route 40.
