The pro wiki states that you need a level 90 scyther and level 90 electabuzz with maximum happiness on-hand (while hunting) to encounter pink pokemon. Is this true? It would explain why i cant find any while searching for an extensive period.

Not while hunting no, you just need them to give to the ranger in order to go to the area and hunt. Pink pokemon are quite rare at 1/2048, so it's not unlikely for you to go days without seeing one. If you're unclear of where you should be hunting, you need to pay the ranger 5k to get into the area, then all the pokemon in there have the 1/2048 chance.
