It looks like you haven't got the Eevee from the receptor yet. After you beat Giovanni, you will have to interact with all of the receptors as one of them will have an Eevee in them. Receptors are the big machines which you can find behind Giovanni and two other places. There are 2 receptors in Giovanni's room, 1 on the other side of B4F and 2 more on B3F.

 

 

After you get the Eevee, put in your team and talk with Sergeant Rick again. Good luck!

 

If you've already claimed the Eevee, I'd recommend you to double check your PC. As it might be there. If you get it,put it in your team and talk with Rick
