If you were truly banned, you can check for the reasoning on the PRO Dashboard. However, this doesn't seem to be the case for you; it appears whatever internet you are using to connect to PRO from your phone is blocked.

 

When you use your phone to play PRO, are you using a data plan given by your ISP? It's possible that your ISP is blocking PRO. Could you try to connect to via wi-fi to the same internet that your PC is running on and see if you can then connect to PRO from your phone?

 

If you're not using a proxy, you can also try to use a proxy and see if connecting to PRO works. Keep in mind that some proxies may be blocked from PRO, so you may have to try a few before finding one that isn't blocked. There are proxy applications on the Play Store, but you can also look at a free list of proxies.

 

If you are using a proxy, I'd suggest turning it off to see if you can connect.
