Hello, As is explained in the Hoenn walkthrough, first you need to go back to Rustboro to pick up Devon Goods. After that go to Slateport Shipyard and talk to an NPC there. Following that, go to Slateport museum and fight Jackson; After Jackson is defeated the north exit should be open.
