I Recently Caught Heatran and it was docile natured...I was sad and went to reroll it.. I wanted it to be either modest,bold or timid...

 

I used the nature reroll...it became Adam nature..I was totally fine with that..

I used another nature reroll,

The NPC Said- “Heatran's Nature has been reset”.. and it was adamant still..

 

I mean how that even makes sense..I was totally fine if it went docile again..

But adamant to adamant that really makes no sense... I request the staff to fix this...

You were totally unlucky.

As the rerolling a Pokemon can sometimes make it have the same nature.

So, I don't think think it is a bug to be fixed

As Grandwarden explained this is not a bug, it was simply a bad case of RNG to get the same nature two times in a row. We do not wish to make it too easy for everyone to have perfect legendaries. I understand your frustration, but there is nothing we can do here, all you can do now is acquire more Reroll Tickets and try again.
