Are you sure you haven't picked it up on accident before? Toxic should be in the exact place that screenshot shows. Please try checking again, i tested it myself and Toxic is there.

Yeah its weird, i definitely didn't use the tm yet, nor have i found it yet. If it makes a difference, i don't see the bambang npc that shows up in the screenshot. Here's a screenshot of where i am.

The Bambang NPC is part of a quest and has no influence on whether or not you could pick up the TM. You are indeed in the correct area, and I can confirm that the TM is found on that rock. According to our database, it appears that you have picked up TM06 - Toxic at one point during your gameplay. You may have used it unknowingly, or perhaps it got lost in a rollback.

 

I'm extremely sorry to say, but unfortunately, we cannot do anything to refund the TM. However, you can buy it from other players, or from Fuchsia City Gym for $2,000 (or five for $8,000).
