Victor doesn't teach my pikachu surf despite having the HM

What have you done before the problem was there?

I fought Victor before defeating Janine in the gym. But when I return to teach my pikachu surf, he keeps telling me to get the HM. So I went to the safari to get it. But even though I have the HM in my backpack, he still says the same thing.

 

What have you already tried to solve the problem?

I've tried searching around the forum if anyone else had the same problem and even waited a few days, but he still says the same thing. I assume there is suppose to be no cooldown since my pikachu wasn't even taught surf in the first place.

Nope, I started with a charmander. This pikachu was caught from the wild.

That's why you can't teach it surf.

You can only teach a Pikachu surf if you started with Pikachu.
