Hi, do you meet all the requirements to be able to get the legendary dogs? Do you have 750+ hours game time? Also did you battle the three legendary dogs at the respective locations? You can have them as seen in the pokedex from other locations but you need to battle them. You can find them at:

Entai: Johto safari mountain zone (need rock smash)

Suicune: Tohjo falls

Raikou: Mt. Silver 3F

 

If you've done that and have the hour requirement then please look through the legendary dogs section of the legendary megathread to make sure you've done everything needed for the quest. If you have then please reply here and I'll try to help you discover what is stopping you from getting the bell for your dog of choice.

Dude Suicune isnt in the tohjo falls did they moved its location?

As already mentioned by Travok is it not enough to just have the seen Data from the Dogs but you need to have battled them in their respective location. I recommend to follow the Guide on Prowiki since its way more detailed. Check there if you missed anything and please let me know if the Problem is still exists or not. :-) I hope that helped.

 

And just to be clear, for the 3 Dogs to spawn in their respective location you need to interact with them first in Bell Tower. After they fleed you will find them in the mentioned locations.
