If possible i want to de-evolve it into a Rattata again as i am going to give it to Youngster Joey in order to get to Hoenn Region. Many thanks and have a good day. You must catch a new Rattata and level it to 80. You can find the highest level Rattata in Mt. Silver Expert Belt, they range from level 48 - 52. To reach the Expert Belt, you need Rock Smash and Surf or Waterfall and Surf. I hope this helps, and with this being said, I wish you a good day!
