By shining items I'm assuming you mean adamant and lustrous orbs. If that is the case than they are the items you need to get the seen data for Palkia and Dialga. Please see the lake guardian section of the legendary megathread for a guide on what to do.

 

As for how to leave Sinnoh, hahahaka already mentioned how, you take the ferry from Canalave, it's the ferry that also takes you to iron island so you'll have the choice of there or the previous regions.
