to start with the issue, i went to littleroot to interact with the tv and choose latios, then went outside the house. i saw latias with the reporters, talk to the reporters and it fled. btw is it normal i saw latias instead of latios? also i went to places where i could possibly find latios, like the petalburg maze,granite cave, meteorfalls, lilycove mall, rt 123, rt124underwater, rt134,sky pillar, victory road and mossdeep gym, i dont know what else to do plz help

Hi, please have a look at the legendary megathread as it shows the steps you need to take as well as the requirements you need to capture all the available legendary pokemon including Latios.

 

Have you already done the quest for Jirachi and captured it as it sounds like you haven't? If you meet the requirements for Latios then the reporters shouldn't have been outside, only Latios on it's own. Like I said in the first sentence, have a read through the megathread and if you've done all the steps mentioned there and meet the requirements then please post back here and I'll try and help you figure out what the problem is.
