Try to talk to Wattson in Power Plant after your talked to one of this Guards (Not in his Gym). In case that should help, follow this guide.

I'm quoting this to get your attention that it doesn't work - I'm also experiencing the same problems! Absolutely nothing is working. I've been to several different Pokemon Centers to try and start this quest..

Hi. Interesting case, I'm sorry for the delay.

So I think you might have to re-do the whole quest starting from New Mauville. Wattson should be back in there now, but as I said you'll probably have to re-do the quest. I'm keeping this thread open so you can keep us informed on how it's going and tell us if you encounter more issues.

 

Hi there, I'm having the same problem. I posted my own complaint about it in general complaints, but I truly believe this is some weird bug. This person has identical screen shots to my own experience. Could you please, please address this! I'm really bummed that I'm unable to do this quest.
