I just beat the Kanto E4 for the first time but got zero experience for my pokemon. Does this happen every time? If so, what's the point of rechallenging them ever again?

Elite 4 does not provide any experience. As there are better methods available to players for gaining experience most players focus on moving through the story and then enjoy the game in different ways once they complete the story. The Elite 4 are just a barrier between the regions.

As explained by Spacemuffin and hahahaka, you do not receive experience from them, as this is a way to prevent easy EXP gain and to make progressing a bit harder.

This is also the case when you lose to a Gym Trainer. When you first battle a Gym Leader, you receive EXP. When you lose a Gym fight and go rebattle the Leader, you will not receive EXP.
