Help, can't find Suicune in Tohjo Fall

Please help. I am in mission to catch Celebi. I have beat Entei in Johto Safari. Then i go to the second Legendary Dogs, Suicune. But i can't find him in Tohjo Fall. I am sure that the spot is correct, but he is not here. I try to go back to Scientist, but he said the mission not finished yet. What can i do?

    Hello there! You can indeed find Suicune in Tohjo falls. You will have to use waterfall to go up the waterfall and he can be found on the right as shown below. You can also check out the Legendary Megathread for walkthroughs on how to get the legendaries.
