For Celebi to come out of the Shrine in Ilex forest, you will need to have a GS Ball, which you can get from Professor Alexander in the Ruins of Alph. You need to have the full Johto and Kanto Dex by the time you talk to him. If not, then you have to get the seen data of the dogs, Ho-Oh, Lugia and Celebi through the quest. If you are having trouble completing the quest, you may refer to the Legendary Megathread and proceed to the Celebi section. N9ne1987 Posted May 23, 2018 Share Posted May 23, 2018 G.S. Ball is given and returned to sci. alexander once u find it in the ruins of alph which interlocks in 4 parts...
