Hello there! The location of Yorkie's brother is actually random for every player. Despite this, you can find him in one of the 5 areas:

-One of the Islands on Route 21

-Kanto/Johto Victory Road

-Saffron City Pokemart

-The Kanto Powerplant

-Diglett's Cave next to Brock

Please take note that you will then be asked for 50k before you can proceed with the quest.
