This is because you've started the Heatran quest and have not yet completed it. In order to retrieve your Rare Candies and Master Ball, you'll need to complete the quest and talk to Buck to get them back from him! If you are lost in the Heatran quest, please take a look at the Legendary Megathread for guidance.

Indeed, if your previous Pokemon you used to start the quest has surpassed Lv60 now, you may need to find another Pokemon to do it. There is no other way I'm afraid; taking your Rare Candies as well as your Master Ball is to increase the difficulty of the quest.
