Hi there,

 

It looks like you did not meet the requirements to go there, specifically the 120 Pokemon natives from Kanto region (from range #1-#151 in the Pokedex). As of now, you only managed to catch 112 Pokemon from Kanto region. Quoting for visibility:

  • Fight with Red at the top of Mt. Silver (doesn't matter whether you win or lose)
  • Catch 120 Pokémons native from Kanto (from range #1-#151)
  • Get 38 evolved data
  • Be able to take the train

 

Hopefully, that clears it up for you. Good luck with catching the rest of Kanto Pokemon and have a nice day!
