A waterfall HM can be found at the Sinnoh Safari Area Zone 4, only if you had not found it previously. With that said, I recommend you go back and get it from there. If you need further help with finding the location of HMs/TMs, you can use ^info (TM/HM/Item) in the #bot-commannds of our Official Discord.
