Escape rope should do the trick

Yeah, use Escape Rope.

 

Just a warning, there is one other possible location to get stuck in, though it is easier to escape from, since the NPC is moving around before it sees you and challenge you for a battle, meaning it moves back to its original position once you relog.

 

 

It's on the route right above Olivine.

 

You can't jump the ledge on the left because a lamppost is blocking the way, you can't go to the right because there's an NPC blocking you, you can't go forward because the bushes is two space wide, and you can't go back because you cannot go back up a ledge.

ALWAYS bring an escape rope.
