Teaching starter Pikachu Surf bug

Hello, so today I beat Fuchsia City gym and got HM Surf from the safari zone, however my starter Pikachu refuses to learn it, I tried relogging and it still didnt work, but I have an idea why that happens most likely, you see, my Pikachu spawned as a halloween version when given by prof Oak I think, heres a pic of it:

I contacted a mod on Discord (Sugar / Shaui) and they checked and confirmed that it is indeed a starter pikachu, and I do have Ash's hat from the quest. hope this helps fixing the bug.

you need to talk to the guy on route 19. he teaches it, its like a tuter.

 

victor? anyways go south of Fuchsia and head to the left on land, hes just standing there. I think its around 15k to teach the kachu surf.
