Since Curse is an Egg-move for Snorlax in the real games, you can only get Curse from the Egg-move tutors in each daycare for 15k. These tutors are unlocked upon defeating Naero in Cerulean Cave B1F. If you need further help with unlocking the Daycares, you may look at the Egg-Move Guide. Below are the locations of Each Daycare.
