I have found my 2 psyducks according to prehaxes guide

 

When I talk to the one back in Vermillion it just asks me if I've found them yet. I may be wong but it looks like there are only 2 you need to find. (which just to clarify again I did save 2) Is this a possible scripting error as it's not activating the battle that should happen.
