It in fact, should lower.

 

Contrary makes moves that lower stats cause them to raise instead, and moves that raise stats lower them. Sticky web + contrary interaction is working exactly As intended

 

Edit: forget I said all that, totally misread here. Guess you can say I "contradicted" myself lol
