Hi there. To get a bike, you first have to turn in a Ditto registered to your OT to the youngster in the house to the right of the Vermilion Pokecenter. Afterwards, he will give you a Bike Voucher which you can use to purchase a Bike at the Cerulean City Bike Store for 60k.
