You fist need to find blissey in the bail room before the security guard let you in. Make sure you looked the right place: If you still dont see a blissey, or your doing something wrong(look the ss anne guide), or maybe its an unknow bug.

Firstly make sure you have needed berry, if you dont have look in the dinner room trash bin. Then next talk to the scientist. Are the Iv chosen when you meet the Pokemon, or are they chosen when the pokemon is catched. I know it may seem a useless question, but i realy want to know. Ty, have fun!! =)
