Make sure you have triggered the questline by giving the doctor a specific item (which is a pecha berry) found in the kitchen, you should be able to see the Blissey after you have done so.

I can see where you're coming from with that and i agree to a certain degree, while keeping in mind that we made the beta release a week ago. Which indicates that some stuff are yet to be formed, balanced out and added in. Those will improve in the future and a community feedback is the required. As far as IV farming goes, the rarity of most pokemons will be increased and decreased over the time since we are currently limited to two main regions plus a few islands. So these will relatively cause a small delay and solely base it on RNG (on a competitive level). I would love to discuss your thoughts about the topic further and possibly get more feedback. I'm affraid your pokedex data cannot be altered for that reason, nor we can spawn a bulbasaur for you just to give a "caught data". You can, however. Either trade with someone to get its caught data or find one in safari. Sorry for the inconvenience.
