Please help. I am in mission to catch Celebi. I have beat Entei in Johto Safari. Then i go to the second Legendary Dogs, Suicune. But i can't find him in Tohjo Fall. I am sure that the spot is correct, but he is not here. I try to go back to Scientist, but he said the mission not finished yet. What can i do?

I thinks so, but in fact i dont have any seen data for moltres although i have beat elite 4 kanto. And i go back to victory road, there are still no moltres there.
