I talked to scientist rey after i finish fighting ho oh but where is supposed to be the legendary dogs in there?

I finished all johto dex including lugia and ho oh, i got mew already (all kanto dex) and when i try fighting entei it tells me "What pokemon is this?" "It seems dangerous though... I should not touch it.." Is it a bug? what to do?
