ok so i was able to scroll up and down and luckily able to locate the area highlighted in green then click and drag to be able to locate the apply button. Hope this helps.

Also ran into this bug, changed to the lowest resolution in window mode and now cannot accept changes made in options i made the low resolution change on a 42" screen and have tried a smaller monitor and also changed dpi settings with no luck any help is much appreciated. Kind regards :)
