Thanks And One Last Thing About Leveling Up Pokemon Level up a first Stage evolution pokemon till 98 and then evolved middle stage at level 99 and final stage at level 100 = Level up a pokemon by default stats differ or not

I Started this game 12th of Jan this Year. And i played it nice game but from this morning (08.30 AM IST)When i Opened This Game And Gets 503 Service Unavailable and I Cant log in. I read Forms that People in This Same Problem. And Staff says Thats a Maintenence of Disconnecting issue. I dont know that means Can anyone please explain The Exact thing of Disconnecting Issue. (Note: I think When the wild Pokemon Battle Starts and if we logged out and log-in player Spawns at the last Pokemon Center)
