I think T9's should be used only rarely for a good event pokemon like alolan grimer or if its part of a good spawn. For example if there was a scyther and pawniard spawn it'd be fine if one or both were tier 9. Having a singular spawn and it being a T9 makes for a ludicrously long grind even if you're willing to accept a mediocre pokemon.
