If you have surf already then go back to Celadon, head to the roof of the department store, buy a lemonade then go east of Celadon to the gatehouse and give the gaurds the lemonade. They will let you pass the voila, you're in saffron. Im going to sound really nooby but how do i get to the top of the department store?
