Ok, it looks like all you have to do is wait for the NPC to reset. it will be 3 days time from the last time you beat him. After the fight, he will ask if you want to try and catch the Rapidash.

It is not from talking to the Rapidash there. It is after the Horon battle. you have to talk to and beat Horon after you beat theDark Realm and caught Darkrai. What server are you playing on?

Yeah, in your video, he says 'Haha! Your Pokemon are vivacious as ever! I shall use their power to restore my lord to the physical world!'. This indicates he reset either the dark realm or Darkrai. it looks like you beat the Dark Realm but did not capture Darkrai

Did you beat the Dark Realm? and did you catch Darkrai?

You should have had a chance to capture the Rapidash mount after beating Horon

You are unable to fight this Rapidash. He is there only for looking at and talking to.

I have fixed the issue for you and they will now be in library now. please let us know if you do not see them. Can you let me know how you got to the gym? did you cross the bridge before battling the gym, and if so, did you fight Barry prior to the gym?
