I catch that bulbasure today with 115 IVs I go to oak to show my bulbasure but it asked that again I catch more bulbasure for that quest but oak ask only that

I catch bulbasure for oak quest ,I show my bulbasure to oak , than it tall train it , I click on wrong button and I go to train my bulbasure And I evolved it into venusaur but I go back to oak it tall that (show in pic)

What are the requirements for that quest?
