where i can find him. and can i trade my evolved pokemons then? who will take it if everyone knows that its not worth it

Hi guys, liberty this side. probably i didnt knew that evolving pokemons will decrease the leveling up rate of pokemons drastically. i have a lvl 36 raichu, lvl 36 graveler, lvl 45 golduck, lvl 46 sandslash, lvl 26 haunter and a lvl 17 arcanine. I cant defeat celadon city gym leader cuz i have only lvl 17 ARCANINE. Help please. people say i can trade my pokemons once i defeat the leader so its importanter for me...
