No changes have been made and you should still be able to find these wonderful shadow forms in all the different areas, it has been confirmed by devs. I know how it can be frustrating to not find anything for months,don't lose hope you will find your treasures! For your information spawn editors do not handle form rate nor are responsible of them, we are just making the spawns in general :D. You can make a post in the general support or general complain area for similar issues. Again thank you for your message and do not hesitate to share your thoughts about the spawns!
