I found the reason, it was because I missed an NPC so I couldn't continue the quest.

Hi everyone I started doing the tele quest in hoenn, and after defeating some npcs and picking up the key in this location I can't go to the top of New Mauvile, I watched some quest guide videos on youtube but the ways to do it are different, I'm wondering if the game has been updated or if I did something wrong. Can someone help me complete this quest ~~

Hi everyone, i try to start legendary bird but when i talk with Sailor Sam i can't travel to Shamouti island. I catch all data pkm in kanto and clear 4 region so I don't know what part I missed Thank you for help!!
