Hi everyone

I started doing the tele quest in hoenn, and after defeating some npcs and picking up the key in this location I can't go to the top of New Mauvile, I watched some quest guide videos on youtube but the ways to do it are different, I'm wondering if the game has been updated or if I did something wrong.

Can someone help me complete this quest ~~

I found the reason, it was because I missed an NPC so I couldn't continue the quest.
