Hello, Thank you for the response. Have repeated all steps and stood in front all NPC's when talking to them as listed in guide Can I confirm who the NPC is with this message? As maybe if I talk to them it'll stop popping up and I can get by, unsure though

When trying to approach the ship for the manaphy quest I get this message, I believe I meet all the requirements (full Pokédex aside from legendaries, champion of all areas) I've spoke to Watson and the officer, based on guides I've done everything right so I'm unsure what the issue is, any advice?
