When trying to approach the ship for the manaphy quest I get this message, I believe I meet all the requirements (full Pokédex aside from legendaries, champion of all areas) I've spoke to Watson and the officer, based on guides I've done everything right so I'm unsure what the issue is, any advice?

Thanks for the screenshot and the details you’ve provided. From the image, it looks like your character is not standing in the correct location to start the Manaphy quest. The message you’re seeing (“I am hungry…”) is from an NPC in that area and is unrelated to the quest trigger.

 

To start the quest, you’ll need to:

1. Go to Lilycove City Port.
2. Speak with Sailor Jacob at the port.
3. Choose Yes when asked to travel to Eumi Island.
4. Once on Eumi Island, proceed to Eumi Island Town, then head north into Eumi Island Theme Park 1 to continue the quest.

Even though you meet all the quest requirements, the start is triggered only when interacting with Sailor Jacob at the port. Please make sure you’re standing directly in front of him to initiate the dialogue.

Have repeated all steps and stood in front all NPC's when talking to them as listed in guide

 

Can I confirm who the NPC is with this message? As maybe if I talk to them it'll stop popping up and I can get by, unsure though 

Ah! I've managed to do it, essentially I had to approach from the North near the hiker and I managed to squirrel around the path. I'm now on the boat, thank you for response once more

Glad to hear you were able to get it working! ✅ Approaching from the northern side near the hiker is the correct way to trigger the quest dialogue with Sailor Jacob.
