You can re-fight trainers with high levels or just use a rare candy

There is a move relearner in saffron city or cerulean city, talk to him and thunder should be re-learned

That's a weird glitch, but it shouldn't be much of an issue since not often will people use dragon tail on you. And to ensure your choice item is working perfectly, use the pokemon with the choice item kill a wild pokemon before pvping, do this everytime you relog

Might be resolved by the admins, but Whimsicott doesn't really need charm in it's pvp moveset anyway :P
