Hi, yes it is possible but there is some cooldown for it, the exact cooldown timers I don't know. But at least like 6 hours you got to wait before the icon comes back.

No, the only in game requirements are to have 100 hours of game time to make a guild. Also to start a guild it costs 400.000 in game and can be set-up in one of the cities located in kanto. Hope this information will answer your question. Good luck!
