Outrage is lasting 4 turns and not confusing till after 4 turns after it happens especially on dragonite

While prioritization was fixed on outrage duration is still broken and being used
it's currently being used in pvp (an extra turn of outrage without confusion is pretty unfair)
The official game never ever has it going for more than 2-3 turns
