So we are not talking about a dogmatic truth: it's obvious that 5% does not means the certainty to find 5 goldeen with hidden ability every 100 encounter, but that what an example made by the guy who seems not to have very clear how does it works. You have not certainty because we are talking about percentege, so about fortuity.

Legendaries will never be implemented in game, a part from some exception, because of 2 reasons: 1. too high stats for competitive 2. If everyone has legendary pokemon they would not be "legendary" anymore (I honestly love this way of thinking. And for those are/will be available, you have to consider two things: 1. No legendary pokemon with >600 stats will ever be catchable 2. For those which are/will be catchable, there will be an high amount of in game hours requirement in order to consider those pokemon as "legendaries" and not pokemon for every single player in game (e.g. you need at least 351hours in game to catch Mew).
