yes i actually completed the quest recently it said i got one but it didnt apear too bad :D:

I suggest talking to gym leader and just walking out the gym, try a few times and see if may appears, otherwise I dont know how to help you :/

Like the above user has said the Goldenrod one isn't implemented yet but I believe the department store in Lilycove has a working lottery station. oh i thought they deleted all loterys, dont know if the one in lilycove works but I dont think it does.
