As much as I don't play PRO anymore I think it should be in line more with the games. In the game series from 6th gen onwards (PRO is currently based on 6th gen) all legendary and pokemon that that could only be caught once were guaranteed 3 31 IV's as they weren't breedable or catchable anywhere else in the game. Obviously on the handhelds soft-reseting was a thing so it wasn't too bad however in an MMO environment where once is really only "once" it should be fair to allow this and maybe a 100% sync rate for the effort and time you have to put in. Also with the Legendary dogs being teased as catchable this would be a great way to test this out a receive feedback. I don't think any player wants to spend 750 hours playing a game in hopes of getting a reward which is useless in PvP and maybe even PvE if worse comes to worse.
