This is not a bug. Clefable can't relearn moonblast because it's not a move that the pokemon learns by leveling up.

I found TM53 in Celadon Mart 3rd Floor but it's Psyshock instead of Energy Ball. Is it a bug? Its icon is green by the way.

Yes, it works but you need to have a high friendship with the pokemon who has Frisk ability You dont need any friendship with the pokemon to make frisk work, you only need frienship if you want to use Dig or rock climb I've been told the opposite. Good to know then :D
