Given that this is the only requirement we don't have an exact number on I'm assuming it has to do with that. 150 Hours but my friend actually 2000 hours still can't get in even he done all requirements Are you 100% certain that you finished the Halloween quest? Meaning that you had that final talk with all 3 mayors in Murky Town? Also beating Kaguya/Zetsu might be part of that requirement, I don't have any confirmation on that yet.

Darkrai will be on lvl 40 and is going to be available up to the 5th of November. I know it ain't pretty, but given that it's only available for one week I think this is sufficient o/
